A browser draws the page at your display's refresh rate and delivers mouse input in batches aligned with those frames. Most online testers count one movement per frame, which measures the monitor: a 1000 Hz mouse reads as 60 on a 60 Hz display. Every tool here reads the individual device reports inside each batch, with their own timestamps. That single decision is why the polling rate test can see the mouse instead of the screen; the long version walks the pipeline stage by stage.
