Captions Gen creates animated, word-synced captions inside Adobe Premiere Pro on Windows. Whisper transcribes audio locally, and captions are placed as editable timeline graphics. Customize presets, fonts, colors, highlights and animation. Free with no watermark, no time limit and no subscription. After Effects support is planned for a future release.
